A recent state Senate bill seeks to conserve open space and expand parks and recreation facilities in the Chino Agricultural Preserve, officials announced.

San Bernardino County officials issued a statement Thursday supporting Senate Bill 360 which seeks to unlock long-restricted Proposition 70 funding for park, cultural and open space upgrades, such as improvements to Prado Regional Park.

Sen. Susan Rubio, D-Azusa, introduced the legislation Feb. 13, and the bill drew strong support by county Supervisor Curt Hagman

“This bill will bring critical enhancements to our parks, recreational facilities, and cultural spaces within the Chino Agricultural Preserve, enriching the quality of life for residents and strengthening community connections,” Hagman said in a statement. “These improvements will also boost local tourism and economic growth, and we appreciate Senator Rubio’s leadership in advancing this important initiative for San Bernardino County.”

Voters approved Proposition 70 in 1988, allocating $20 million for land purchases and conservation in the Chino Agricultural Preserve. While some of that money has expanded public lands, existing restrictions have prevented more robust spending on park and recreation improvements, officials said. The aim of SB 360 is to clarify state law so that the voter-approved resources go toward “long-overdue” improvements to public spaces and recreation areas.

“I know firsthand the importance of local parks and open space that can serve our children and communities for a lifetime,” Rubio said in a statement. “San Bernardino County families have a critical need for open park space, and I am proud to work together with the County Board of Supervisors on this bill, including Fourth District Supervisor Curt Hagman, who has championed this issue.”

Officials said San Bernardino County has long prioritized investments in regional open space and recreation and continues to make significant improvements to its parks, including at Prado Regional Park. Recent projects at the park have enhanced recreational facilities and improved access to trails and open spaces.

The county’s 2019 Prado Master Plan indicated the community’s support for additional amenities, such as expanded trails, cultural and nature centers, and enhanced green spaces, officials said. all of that would benefit from the funding flexibility outlined in SB 360.

“San Bernardino County remains committed to expanding recreational opportunities and enhancing public spaces through smart investments,” according to a county statement. “The county will continue working with Senator Rubio and state officials to secure these funds and ensure the Chino Agricultural Preserve and Prado Regional Park remain vital community assets for generations to come.”
