We contacted the City of Pasadena for comment and this is what we were told:
“Under both State and local laws-California Streets and Highways Code Section 5610 and the Pasadena Municipal Code Section 12.04.030-the property owner is responsible for the adjacent (public) sidewalk that crosses their property. Prior to the new Pilot Sidewalk Repair Partnership Program, the property owner bore 100 percent of the responsibility for any repairs, regardless of the source of damage. Pasadena’s sidewalk repair program provides a valuable incentive to assist property owners with the cost of repairing sidewalk damaged by City-own street tree roots.”
